Because many houses were being converted into flats or houses of multiple occupation (HMOs) , and Haringey council wished to retain a good mix of housing with enough family homes, Bounds Green ward is now a ‘restricted conversion area’. This means that permission will not be granted for conversions on streets where conversion and/or houses in multiple occupation already equal 20% of the properties.
In November 2013 an Article 4 Direction came into force for the whole Bounds Green ward. Planning permission will be required for change of use from Class C3 (dwellinghouse) to Class C4 (house in multiple occupation). This removes permitted development rights for this type of development. This should lead to better housing for many local residents, and a change in behaviour of a minority of landlords.
